      <title>Help choosing a web/software programming certificate from the following university (URL in post)</title>

      <description>&lt;div&gt;I would like to learn basic web and/or software programming, and I've found that my local university, University of Maryland University College (UMUC) offers undergraduate certificates in software engineering, web and information technology.  The PDF listing these certificates is online at http://www.umuc.edu/certificates
&lt;br/&gt;
&lt;br/&gt;I'd like to ask any programmers if they could recommend to me which of these certificates would be most practical for me, because I am very tech-savvy and an advanced computer user, but programming and web programming are all new to me.  
&lt;br/&gt;
&lt;br/&gt;I'm a quick study, but I'd like to begin with the certificate that would give me real-world use soon after achieving it and get me on my way to having the basics to build on for later self-study on my own.
&lt;br/&gt;
&lt;br/&gt;I am currently working to finish a degree in Communications, and I'm not interested in most degree programs, which would seem to only set me up to be a Microsoft IT professional.  I think the certificate would be the best route for me to get the quick and fast knowledge I crave, but I want to choose the right one.
&lt;br/&gt;
&lt;br/&gt;My goal is to learn to build software or web applications one day, possibly in my own business, but I have to know which programming language to begin with.&lt;/div&gt;

      <title>Is there a program or a system we can use to tag a huge database of photos for our company?</title>

      <description>&lt;div&gt;Is there a program or a system we can use to tag a huge database of photos for our company, and then have it hosted internally so that our staff, when they need a certain photo, can type in tags to search the database, find the related photos and access them?  My boss recently had an idea that we should group our photos into folders so that others could find them, but I think having a kind of intranet or database where they could search them with more than one tag would be a lot more user-friendly and would keep them from endlessly searching through a list of folders for that right one.
&lt;br/&gt;
&lt;br/&gt;Flickr is great for the outside public, but we obviously would not want our photos out there for just anyone, and we would need to be able to download them and not just view them only.
&lt;br/&gt;
&lt;br/&gt;There is so much new technology out there appearing constantly that I figure someone out there must have an idea or suggestion.  Thanks.&lt;/div&gt;

      <description>&lt;div&gt;I have an interest in programming but no training. I have bought a few books for C++ and have the Borderland compiler.
&lt;br/&gt;
&lt;br/&gt;My goal is to learn how to make windows programs that I can use in my business. One of the projects I have in mind is a program that will allow me to do numbering for raffle tickets.
&lt;br/&gt;
&lt;br/&gt;An example would be double numbering tickets 8up 2.125x5.5 using a 8.5x 11 sheet. 
&lt;br/&gt;
&lt;br/&gt;Is c++ the best program to use for this and does anyone have an suggestions about what source codes I would need.
